About This Programme

Government policy that works over the long run demands more than technical competence: the ability to frame the right problem, design for systemic impact, navigate incommensurate trade-offs honestly, and build feedback loops that generate real learning — applied to the live challenges civil service policy teams face every day. This course offers a six-module programme in systemic, equitable, impact-focused solution for civil service teams.

What It Covers

• Framing the right problem — TBL+ to surface distributional consequences, resilience gaps and public value at stake
• Navigating complexity — Theory of Change, SROI, MCDA and the KTD model to compare options across societal, economic and environmental dimensions
• Closing the gap between intent and delivery — implementation science, stakeholder engagement and adaptive evaluation for complex, multi-tier delivery

The Six Modules

1. Foundations — the TBL+ six-pillar framework, the KTD enabler model, and the Levers of Government.
2. Design principles for sustainable outcomes — broad problem framing, Theory of Change, and the Green Book 5 Case Model.
3. Appraisal and sustainable investment cases — comparing options with MCDA and SROI through a commissioning simulation.
4. Implementation and delivery system design — applying the KTD model to map delivery systems and implementation risk.
5. Missions and stakeholder engagement — Moore's strategic triangle and Mazzucato's mission economy for political durability.
6. Policy evaluation, learning, and adaptation — designing an adaptive evaluation framework across all six TBL+ pillars.
